Funding

The Viticulture Consortium West (VCW) coordinates closely with the American Vineyard Foundation (AVF) and the California Competitive Grants Program for Research in Viticulture (CCGPVE) to fund high priority research projects. The strong cooperation allows industry to receive the maximum benefit from the funding available. In any given funding cycle, an individual project might be funded by one, two, or all of the three funding agencies depending on the coordinated review process. Funding by one program does not imply a low priority for other programs. Additional consultation is made with the California Raisin Marketing Board, the California Grape Rootstock Improvement Commission, the California Grape Rootstock Research Foundation, the California Table Grape Commission and the Oregon Wine Board to ensure coordination of funding, with the goal of maximizing research investment and minimizing duplication.

Following this explanation is a link to the funding decisions for 2007-2008.

WHAT IS INCLUDED: Please be aware that this list only includes projects approved for funding by AVF, VCW and/or CCGPVE. Therefore, every proposal submitted is not shown. PIs may receive funding from other Unified Grants agencies, including the California Grape Rootstock Foundation, California Raisin Marketing Board, California Table Grape Commission, and the Oregon Wine Board. Please expect to receive additional communication from those agencies as their decisions become finalized. This year, due to the circumstances described below, only California projects are shown as receiving VCW funding. Also, AVF may extend their funding to additional projects beyond those listed.

VCW FUNDING FY 2007: Federal funding for fiscal year 2007 is flowing under a continuing resolution. No earmarks (special projects) are included in that continuing resolution. This affects both the VCW special project and the Pierce's Disease special project which were not funded in FY 2007 (the federal fiscal year which might have provided funding for this VCW grant cycle). Special project funding was not cut from Federal budget - rather it was added to the CSREES Experiment Station Budget according to formula. For the University of California this is a net loss of $4.4 million - last year $8.8 million was available for 8 projects, and this year UC was given only $4.4 million one-time Hatch funds.

However, the VCW program is one of only 3 special projects that UC will support for the FY 2008 federal budget. Therefore, Acting Vice President Rick Standiford generously provided $500,000 for the VCW program as bridging funds. These funds are included in the awards identified in this email. Since other states also received bridging funds from CSREES, Principal Investigators (PIs) from states outside of California should contact their Experiment Station Directors about the possibility of using bridging funds for their projects; if requested by the PI, we can share review comments from our panels with those Directors.

PEER AND INDUSTRY REVIEW PANEL COMMENTS: All PIs who submitted proposals to the AVF, VCW or CCGPVE will receive a detailed, written summary of comments from the appropriate review panel(s). This year, AVF staff prepared detailed comments for all proposals submitted to them, regardless of award status. VCW and CCGPVE will add any unique or conflicting comments from their peer review panels.
