Principle #4

Evaluate administrative work with equal weight and value as programmatic work and as appropriate to the function.

Options:

Develop a template that is unique to County Director administrative assignment (as opposed to using the programmatic template) for use in documenting administrative work for Program Review dossiers.

Develop guidelines and special training for peer-review committees as well as Senior Administrative Council (SAC) on the rigors and value of County administrative work.

Study and evaluate other administrative evaluation models for applicability to County Directors.

Presently, the merit and promotion system is designed for and based on programmatic assignment and work, not administrative work. It has been and continues to be frustrating for those with majority of assignment in administrative roles. Yet, for the organizations continuance at local levels,administrative roles are necessary and critical. A better model for evaluating CDs would value ther role more and be more appropriate.

Academic Administrator classification with appropriate criteria for evaluation would assist CDs with full time administrative roles in developing assessments/evaluation. The present PR process and criteria is frustrating for an individual without a programmatic component.

Currently, the CDs program accomplishments tends to dictate their ability to advance in our system. This means that a 25% program assignment must have nearly as much impact as a 100% program assignment. This makes it much more difficult for CDs to function at peak performance both administratively and programmatically.

If CDs were to receive program support this principle would have less bearing.

Priniciple 4 greatly concerns me. We should be hiring individuals based on their academic/disciplinary qualifications not their administrative prowess. The core competency of our institution is our ability to develop and deliver problem solving approaches to what faces Californians. To place adminstrative evaluations on an even par with programmatic efforts is mis-guided.
