Principle #2
Provide sufficient support resources for Cooperative Extension County Directors. Support is provided to offset administrative duties so that an individual can maintain a strong academic program. County Director support parallels the campus system of compensation for Department Chairs, which allows individuals to negotiate what support resources are required to fulfill an administrative role.
Options:
Identify a pool of funds for County Director support managed either centrally or by the Regional Directors.
Establish and publish transparent guidelines and overall process for determining support.
Conduct periodic review of individual County Director assignments to ensure support is appropriate to job size and/or function.
Delegate application of support resources to the discretion of the County Director, e.g. support funds may be used to hire administrative or programmatic support staff.

Both programatic and administrative support are needed and should be provided on a case by case basis. Some CDs might benefit by having SRA support while others need administrative support. One thing that could really help CDs would be to develop a web based program to facilitate, and make more efficient, our jobs. The on-line promotion system is a good example but there are many more. For example, a system to help us comply with and track safety training (and documentation) would be a extremely helpful. There are many other examples where we now keep doing things the way we did it when I started, which was a long time ago. |

Sounds great, but in actuality could prove much more difficult to do and create another time-consuming "process". If "support" means supplemental staff, either administrative or programmatic - then additional work needs to be done to improve the present process of classsifying and approving positions (many months!) As others said in response to Principle #1, I think it is becoming less realistic that CDs in large/complex counties maintain strong academic programs as well as fulfill administrative duties. I agree that "support" in terms of courses, mentoring, etc. would be very helpful. |

Does "support" mean dollars? That would be fine, in fact super, but other kinds of support--mentoring, opportunities for leadership development, on-line management courses, etc.would be great too. |

Program support is critical to maintaining high quality programs as well as in preventing CDs from becoming overextended and burned-out. Adopting some aspects of the campus model for compensating Department Chairs may be helpful; However, we must keep in mind that Department Chairs do not interact with local governments, government agencies, oversee youth programs and volunteers. Their position is different and their compensation reflects these differences. Providing support funds including discretionary funds would help to attract others to become CDs. |

I think this will be critical to attract future CDs. I think that local discretion of resource funds, with RD oversight would be the most attractive and flexible for differing Co situations. |

Clearly support is needed to offset administrative duties when the CD has a programmatic responsibility as well. My preference would be the most local control probably managed by the CD with oversight from the RD.

Can you be more specific with the word "support". For what administrative support? programmatic support, generall support for the county? There are some regional models like the one in CC&S that should be considered as one option. It can be refine to give CDs more administrative support. |

If it means provide UC funding to sustain an SRA or similar type of support staffing to assist programmatic efforts by the CD then this should be explored. Options: These 4 "options" strike me as nothing more than ideas. Each of these need to be incorporated into a matrix or program that guides a process to insure support is long-term and equitable. |
