A general meeting of the National Clean Plant Network (NCPN) was convened at the U.S. National Arboretum in Washington, D.C. on March 25-26, 2009. The members of the Core Working Group acted as hosts and introduced the newly appointed members of the NCPN Governing Body (Tier 1). Those board members are: Bill Dickerson (ARS, Center for Plant Health, Science & Technology, North Carolina), Wayne Dixon (Florida State Department of Agriculture), Joseph Postman (USDA, Corvallis, Oregon), Ken Rauscher (Plant Board and Michigan State Department of Agriculture), and Tom Wessels (Washington State Department of Agriculture).
One of the highlights of the meeting was the signing of a Memorandum of Understanding (MOU) by three USDA agencies - Animal and Plant Health Inspection Service (APHIS), Agricultural Research Service (ARS), and Cooperative State Research, Education and Extension Service (CSREES). In the MOU, the three agencies agreed to cooperatively support research, quarantine and outreach activities for the newly-organized NCPN.

Meryl Broussard (CSREES), Dr. Ed Knipling (ARS), and Kevin Shea (APHIS) sign the Memorandum of Understanding on March 26, 2009
